Pull the fuse box off of the piller and look behind it there is corrosion o the relays I bet . FYI

look for broken plastic pieces under the pedal. could be a broken brake light switch located on the back of the brake pedal

You probably have the 959 that has a MOSFET final. It is not recommended that you try to get more power/mod by just turning pots. This can shorten the life of the MOSFET drastically. I normally set the power output to 7 watts and the mod to 100%. This give around 30 watts peak on AM and around 25-30 watts sideband. You need proper test equipment to align the radio.

As far as background noise, this type of radio does have more that others. Make sure the Noise blanker and ANL are turned on. If you are getting noise from equipment in the vehicle, you should take your truck to a good CB shop. They can find out what is causing the noise and fix it.
