You need a new touch screen panel or I/O cable, they are fairly expensive if you don't have a service contract with your Office Printer supplier. Recently just replaced one a few months ago.
The touchscreen for the Bizhub C450 can be purchased on eBay for about $30. It's NOT expensive, you do NOT need a service contract, and they are EASY to install. Just take off the round rubber covers that cover 2 screws on the left and right edges of the LCD/control panel; lift the top off; carefully disconnect the cables and remove the entire LCD assembly; and dismantle the LCD assembly. The touchscreen is NOT glued or laminated on, it just lifts off. Replace it with the new one, reassemble. Takes me about 20 minutes start to finish.
