If the error is that Rtl100.bpl is not found then you can try the following:
Go to start ,run, and type the following:

iexplore -extoff

And see it that stops the error.
If not, try repairing the system files by typing the following in the Run box:

sfc /scannow

One user had the same problem and he reinstalled a program called Spyware doctor:
    http://forums.techarena.in/windows-xp-su...

If you have it then uninstall it or reinstall it.

See if it's not in the registry by going to Start ,Run and type regedit.

On the left pane select the following folders HKEY_LOCAL_MACHINE ,Software ,Microsoft ,Windows ,Current Version ,Run.

On the right pane see if Rtl100.bpl is listed ,if it is remove it.

If it is not there then try the following folder in regedit ,HKEY_CURRENT_USER ,Software,Microsoft ,Windows ,Current Version ,Run and see if it is there and remove it.

Ultimate windows 7. ''the program cannot start because your missing rtl100bpl''

You are probably using a program built with Delphi, and somehow it's missing the Borland Programming Language (BPL) Run-Time Library 1.00. Hence, "rtl100.bpl".

If this is the case, download any Delphi runtime package - for example this one:

http://www.lexically.net/downloads/version5/base1a.zip

and find inside the RTL100.BPL file. Unpack it in the C:\WINDOWS\SYSTEM32 folder, and that should be it.

    Rtl100.bpl what is it.

it sounds like a program was removed and the operating system is trying to run the program when the OS starts up. Are you having any problems with your programs or virus scanner? A virus can disable/remove files or programs. Did you un-install any programs? Did your virus scanner find any malware or virus and remove them? Try all your programs and see if any have trouble starting. Check the windows start-up folder and see what icons are in that folder.

There are several reasons why that file might corrupt, an
add-on of some kind being the main suspect. Go to start/run, and type:

    iexplore -extoff

to see it that stops the error.
If not, try refreshing all system files with :

    sfc /scannow
