I'm not sure the orientation I should give to my answer because I don't know what do you want to do with that picture.
So, let's start by indicating that a 5164 X 2905 pixels size picture real-life size is about 54" x 32". You wish to "convert" it to 8 x 10 and that is really not possible because it has different proportion. Presume you actually want something Letter page sized and landscape oriented.
Now, if you decide to use some image editor, probably you can reduce your photo to about 10 x 5,5 but you'll lose quality, mean resolution. You can use the simplest image editor, MS Paint. Load your picture, select Image menu item and select Expand or Contract. You should contact it to something like 16.5% to get a 10 x 5,5 photo You can't get 10 x without deforming it.
If you want a photo without losing the quality, you should INSERT your photo in a WORD page, using the INSERT PICTURE menu item in landscape oriented page.
For best view, select with ZOOM the whole page view.
A letter sized paper is about 11" x 8.5" so your picture will fit in that page, though it can't be 10 x 8 because it is not proportional to that pair of values. You can "force" the image to that size but your photo will lose proportions.
Once you've got tha photo on that page, you can save it to PDF or doc and print it.

The Term "Pixels" in Digital Photography refers to the Resolution of the picture meaning how sharp,crisp or clear the picture is.
As far as resizing it, take it to a photo shop ( Walgreens, CVS, K-mart, Walmart, etc...) and tell them you want an 8X10 & they will print it for you.
Also if you want lower resolution pictures, you can go to Settings on your phone to adjust it. The higher the resolution the better the pictures look but the more memory they use on the phone.
