I replaced the water pump for my toyota camry 1999 le 4cylinders and the crankshaft wont turn all the way i cant make it move half way and the motor seized what could i do

the pump is connected to the cam belt and is very tricky you could do a lot of damage if you set the timing wrong. when is the timing belt due for changing it would be done then or get it done now and save money incase you run out of water and blow your head gasket

if it has sunroof the drains are bad for getting clogged (pinestraw dirt and grime) open sunroof half way pour small amount of water in front corners make sure it drains from under car at pinch weld if not you will need to have them cleaned with compressed air

You are using terms that don't really exist. Did you mean the ignition lock cylinder?

If so, you need to have the key reprogrammed for the anti-theft immobilizer.

My 96 Toyota Camry turns on when it wants to and I cant figure the problem.

Are all the vacuum hoses tight and ignition checked out ok. There is a circuit broken somewhere. Have you experienced any problems when turning the key and nothing happening.

Just stoped and I found part of a belt underneath.

This is your timing belt. The timing belt turns the camshaft and is driven off the crankshaft.
The belt is located under the plastic cover on the engine facing the right fender.
You should replace this belt every 65-75,000 miles.
