Why does my Ott light flicker but not come on completely?

check and replace bulb first, if not that then most likely a ballast problem, which sends a boost of the correct amount of power to ignite the bulb then lessens the flow of power it needs to stay lit.

Is it the ballast or the bulb which is faulty?

Put a new bulb in, if it works, the bulb was a problem, if it still flickers, the ballast is a problem.

The on/off switch seems to be broken

If you haven't used it in a while or if it is in a cold area, it may be a warmup issue, try turning it on a waiting a few seconds, even in the best time there is a delay. You are correct to expect the bulb to last a long time most Ott bulbs do last!

Have you replaced the ballast or did you just replace the capacitor? If you did not replace the ballast I would start there. Also if you have a multimeter check your bulb for continuity you may have gotten a bad bulb.

Removal of burnt out bulb in ott lite

Depending on lamp the bulb is approximately a 1/8 turn with a slight push toward the base to release the bulb, If you have not purchased the replacement bulb take the old one with you, some "high end" lamp stores will have replacements, if not the website will help. Good Luck!
