Whenever I turn the machine on at the wall the display lights up (no cycle has been selected) and it beeps constantly. Turning the dial to a cycle doesn't fix it, or make any difference to the screen or noise

you don't say which cycle it will start on. however, could be cold valve open circuit which also means no rinse or cold inlet hose kinked etc. can you give more info?

Yes, I work for GE what you need to do is to resent the appliance. Something should had happened with the computer of the washer. Just unplugged the machine for 40 seconds. You can unplugged or turn off the circuit breaker for 40 second and plugged back in. Select a normal cycle and let it run.

Sometimes the LD on certain machines can be decieving, It's possible that the error is pointing to a lid lock issue. I'm a sears tech but have logged of my work computer for the night so I can't look it up right now. I just happened to stumble on this forum. In all appliances there is a tech sheet hid somewhere. This will give you more information. On this model, if you press and hold anykey for 3-4 seconds, let it up for 3-4 second and do that 3 times it will show more codes and go into a test cycle. Don't worry you cant screw anything up in the controller. If you or anybody needs help on appliances you can drop me a line. sounds like the clock or dial has gone if so a very expensive part to replace some times cheaper to buy new washer
