Check all wires going to battery for corrosion. remove cables and clean connections, other problem could be at the starter. Get under the vehicle and check that all wires have a good connection and not broke/corroded.

Starter tested good but still wont start

test you battery at parts store they can load test it for you headlites int lights are nominal draw. wipers blowers pull a little more current. but have it tested under load which duplicate the significant draw of a starter.

90 suburban wont start

Check your main fuse. Sounds like a short somewhere in your vehicle, but white smoke could be a few things like main fuse blowing. Computer popped. Engine blew.
