Remove cover over starter pulley.
Cord wraps around this.
When cord is pulled, centrifugal force swings spring-loaded weights out, to engage the starter gear.
Check that weights are releasing when not pulled.
And that cord is still on pulley.
May have wound off the side.

Look up the "Bird Of Prey Canoe Stabilizer" on YouTube. For less than $80 a guy made stabilizers for this model of canoe. I'm looking into buying one and found your post. I have read in another area that people were having issues with it taking on water in the back while using a motor. We mostlly row, so at most I was considering a small trolling motor.
Hopefully you didn't get the motor wet or any other electrical components. It sounds like you may have a motor with dry bushings. There may be an oil plug in each bell end of the motor. You can use thin weight oil , about 5 drops into each bushing should do it. If this doesn't work or it doesnt have oiling holes, the motor may have to be replaced Other wise, if you got the motor wet it may short out. In that case you would also have to change the motor
