Is it kohl's policy to take a check for payment and then it never goes thru the persons bank as cashed?????? but kohl's said the payment is paid??????

Contact the bank and check all account transactions. If there is meant to be a regular deposit into your account, find out why the payment hasn't been processed. If it's from another personal transaction, contact the individual and ask where the payment is. Sometimes there is a 1-2 business day delay for payments to be forwarded depending on the institution or payment method etc.

Because Dish network franchises are just that, he most likely would have paid either by cash or by a check to the local company.
