On this vehicle the shift solenoids are located on the right side of the transmission about half way up. the ****** is the right side of the ****** is up against the firewall and very tight to access. You may have to remove the trans mounts to allow the ****** to be lowered for access. You can try and ohm out the solenoids and see if the resistance is within tolerance. Solenoid terminal 1 to ground and Solenoid terminal 2 to ground should be 12-24ohms for good coils on your solenoids.
Inside the transmission. Remove the fluid pan on the bottom of the transmissionand the filter and there will be the shift solenoid package. There will be three or four solenoids that are facing the engine. the two that are exactly alike are the 1-2 shift and 2-3 shift solenoids.

I have the same problem with my 99 accord. For the past few years, I have been able to change out the fuse in the fuse box on the passenger side under the hood of the car up near the windshield. There is a map of the fuses on the top of the box. Hope this helps!
