It would take someone with a scan tool and some experience to watch O2's to see if the CAT is functioning properly. If you have a code that is pointing to an non efficient CAT check for exhaust leaks before CAT

behind the inside door handle by removing the inner cover you well find two screws remove them by the inside grab handle on the door there is a small rubber mat remove the mat on the upper right corner is a trim piece it just pops off once the screws and trim is removed use a small screw driver and go below the door panel and wedge it between the panel & door and pull back on the screw driver until you here a pop the door panel is held on by plastic clips :caution--when removing the panel DO NOT YANK ON THE DOOR PANEL. THE INSIDE DOOR HANDLE IS STILL ATTACHE D TO THE DOOR PANEL. if you dont unhook this cable before removing door panel you will break the plastic end of the cable if you break this you will have to replace the cable then this well involve removing the latch because the cable is hooked inside the latch hope this helps

Air filter, ECU, O2 sensor, bad EGR valve, or clogged cat converter.

Onboard diagnostic computer should be throwing codes. Autozone can check these free (as will other part stores).

Bank 1 o2 sensor 1999 honda accord lx v6, i need the location to change it. i can not find it in the front of my car

Bank 1 is at the back of the engine compartment next to the firewall. You'll need to know if you need to change (bank 1 sensor 1), or (bank1 sensor2). Sensor 1 is located in the exhaust system between the rear cylinder head and the catalytic converter. Sensor 2 is after the cat in the exhaust system after the cat.

Where is the 02 sensor on the catalytic converter on the 1998 honda accord lx v6

there are more than one. O2 sensors upstream are located in the piping before the catalytic, possibly on the exhaust manifold. these control fuel trims (mixture).

then there is one after the catalytic which is only used to moitor the converter (make sure it's working properly)
