if it has flat tires your thinkig its not disengaging but it is it does not want to roll on flat tires shove it back and forth till it rolls once you have tranny disengaged nothing holds it that should get you home then we can work on the rest

How do I fix a lawnmower that stops immediately after starting
The motor is the power house of the cutter which is responsible for rotating the blades. Electric lawn mowers can be stopped for two main reasons: A faulty power switch or a loose cable connection. Motor overheating can cause thermal cut-out to trip.
Toro 22" Recycler Vibration Problem
Disconnect the spark plug for safety reasons. Turn the mower on it's side, carburetor up. Slowly turn the blade by hand. You should notice if it is bent. Remove the blade. It is usually a 9/16 in bolt. Use a straight edge to determine if the cranksaht is bent. If the deck is good, you can find a used engine that bolts on. Otherwise you can use it for parts.
I have Toro 13-38xl dies when I let off brake
Engine dies when brake released is an operator not in seat state (seat switch or relay and/or logic module depending on date of manufacture).
The new ignition switch issue is either the switch is wrong or is connected wrong. Reinstall the original switch and troubleshoot the seat switch circuit.

Toro timemaster 30 pull cord wont pull
Did you hit anything, and jump the blades out of time? When you look under the deck when 1 blade is at 12:00 position the other must be at 3:00 position, or they will hit, and you won't be able to pull the starter rope.

I have a CCR 3650 Snow Blower
Try the spring on the governor. sounds like it's not hooked up, or extremely week. I rebuild and sell these all winter. I've had it happen a few times. Runs really good! but, will ruin the motor running over speed like that. There are adjustments- some have the spring on a long flange of metal so it can be bent backwards to add tension- it doesn't take much! If the motor starts to rev up and down and up and down, add a hair more tension. It there is too much tension it will stall out when you hit heavy snow.
