Sounds like a dirty drum head - it has to be cleaned. I suggest you bring it to a local repair shop - I'm sure they will be able to do it with some compressed air or ethanol. There are also some cleaning tapes for this, but air / ethanol usually does it better.

Blue screen on lcd screen

The playback head is probably dirty and cannot show the picture - the screen is blue. Run a blank tape in the tape drive and execute a record all the way through the tape. Then play back a pre-recorded tape to verify it plays back ok.

My sony after recording when play shows horizontal lines on screen I don't know how to fix it

either the tape or the recording head is dirty. use a new tape. if the lines are still there, get a head cleaner tape or use alcohol to clean the recording head.

Lines through the tape when recording or playing back

It could need a head adjustment. Any camera store can do that for you.

Panasonic NV-GS60 with horizontal lines appear on screen

Clean the heads(use the specified cleaning tape sparingly).
Change tape. Using Panasonic video tape? It sounds like no. You might get by with Sony... Try Panasonic.
The tapes are different thickness, durability and therefore suitability for cameras. Try to get ME -type tape( metal evaporated) instead of MP( metal particle) as the particles tend to flake off more readily. The blue often means no signal(video) was recorded in that space(on the tape). Let me know it it helps.
