You need to isolate the drain pump and check the voltage at the time of the drain cycle. If no voltage is present then you need to check on the control board as it can be a failure of the drive. If voltage is present but there is no drain action then the valve pump is stuck, choked or faulty. remove and check: click on : Drain.
not nessarily if your draining system can handle a non-efficent washer the old top load style drain 42.3 gal of water evey time it fills and for a complete cyc on the h-3 washer only 14 for a complete cyc. When the unit is in the high spin all of the water is already drained and what little water is spun out of the clothing in nothitng to worry about
