These can be tricky as they sometimes have 2 batterys in them one for the hands and one for the talking function it maybe your talking battery needs replacing try this first.
I have replaced the battery in mine but still cant get it talk. Is there a way to reset this? Hourly Chime Announcement On and Off.
Hourly Announcement (Chime) ON/OFF
(When Chime is ON, the watch announces the HOUR every Hour)
Hold the 8 o'clock button while the watch is in the real time mode for more than 5 seconds until the watch says "Set alarm, Press 10 o'clock button to set."
Push 8 o'clock button 2 more times, until the watch says "Chime ON/OFF, Press 10 o'clock button to set."
Press the 10 o'clock button.
The watch says, "Press 2 o'clock button to turn ON, 4 o'clock button to turn OFF, 8 o'clock button to confirm.
To turn OFF a Chime Alert, Press 4 o'clock button. To turn ON a Chime Alert, Press 2 o'clock button.
Press 8 o'clock button to confirm.
After a Chime alert is turned ON, the watch will announce the HOUR every one hour.

When that product page opens, scroll down to find 'product instructions'. Click on that to open the instructions in a Word document (you will need to have MS Word or the free OpenOffice suite to read it)
Make sure the clock is in the normal clock-display mode, not in a "set" mode. Press the minute key (again, while not in a set-anything mode) and you will see the hourly announcement toggle on and off. The person who designed it that way needs a good kick right in the bracket.
I looked on their website, and don't see any instructions for any of their watches. Having set a few watches in my day, but having no idea which one you have, try this:
Press and hold the Mode button on the watch, see if the numbers start blinking.
Then set the hurs and minutes with those buttons. Press Mode once quickly again to end setting the time.
My guess is, if it was the same watch type I was looking at that it also has a 4th button that is labeled "talking". Prees that button when she wants to hear the time announced.

Throw it in the bin, find any old analogue watch, set the right time and point the hour hand at the sun. Bisect the angle between the hour hand and the 12-o-clock position on your watch and that line points due south - if you're in the northern hemisphere - or due north if you're an Australian.
For night navigation, find the Pole star, just up from the 'big dipper', then off you go...
