Iused to have this issue with my original PS2 as well. Go to Rite-Aid or Target and pick up laser cleaner that you would normally use on like DVD players and regular CD players. They come with a disk that has one or two small bristle brushes on it, depending on the manufacturer of the cleaner. Just pop it in and follow the instructions that are burned on the disk. It should clean the disc and take care of any scratches or small dust particles on it. You can also try using a can of air duster and use it to blow out any dust that might be inside the console. It worked for me everytime.

The problem is that this code is generic and not real specific. It used to happen to me all the time. It could mean that the disc is dirty or scratched, the lens needs cleaning or it could mean that your PS2 is being stupid not wanting to read the disc. If the disc is dirty just take some eye glass cleaner and wipe from the center to the outer edge of the disc. If it is scratched, you can take it in to be resurfaced. This usually cost about five dollars. A lens cleaner is about the same depending on where you go. You may want to invest in a can of air duster. Somtimes the dust inside it makes it go haywire.
