the gasket is not seated right . also the needle is above the float take the pin out that holds the float in clean it out put the float back in right make sure the needle seats right liftthe floa up and down to make sure it closes right , should not extend to far that is why it will stick on and leak fuel ,
Reference your toro snow blower. does it start and run for a few swconds then die. if so It may sound crazy but loosen the gas cap just a bit. I had the same issue with my snow blower and a friend gave me the solution. It works great now.

The carburetor bowl needs to be taken off and most likely the float and needle need replacing. When you prime the carb, this is shooting gas straight to the carb instead of traveling though the jets. This is a very easy task, but I know if you're using a snow blower you need it quick. The kit is about $5 and be sure to take your machines info with you.
Usually that is a sign of the carb not being adjusted right. Run it at full throttle and adjust the main mixture needle (usually on the bottom) until it runs the smoothest. Set it in the middle of the range where it runs smooth. Then set it down to idle and adjust the idle mixture until it runs smooth at idle. Accelerate it rapidly and if it bogs or hesitates turn the idle mixture a little leaner (clockwise) and try again until it works right. That should get you very close. Try tweaking it a bit from there. as the microscopic specks clean out of it, it may need more adjusting.
