First I would check the carb and make sure the throttle plate has not come loose from the throttle shaft. If it has there is a small screw missing which should be retrieved if at all possible. Also check the springs on the throttle linkage to make sure they are not in a bind.
If the carb checks out and nothing is hung up then you can adjust the running speed by bending the tang that holds the fixed end of the throttle spring. bending towards the carb and loosening the spring will slow the motor and away from the carb/ stretching the spring will increase speed.
If you have slacked the spring and the motor continues to run fast then it needs a govenor adjustment.

My Toro Personal Pace mower will not come up to normal full idle.

If this is a Briggs and stratton engine, there should be a screw that holds the carburetor bowl. Remove that screw and look for a hole that runs through the middle of the screw from side to side just above the treads. Clean with a thin wire or maybe a paper clip. Then clean the perpendicular hole in the screw that runs from top to bottom. Reassemble and attempt to run. In my experience, if you don't have success at this point, you can buy a new carburetor on amazon for about $20. Install and your good to go.

Toro personal pace mower will not stay started?

If ir starts and runs for only a few seconds it's a dirty carb/bad gas. Drain the fuel system and use FRESH gas; change out your fuel supply monthly to avoid "phase separation" issues. If it runs for several minutes and then dies it is possibly a sticking valve. Do a compression check cold and after it stalls to confirm. Hope this helps

Toro Personal Pace sounds like it is running at half power

got oil in it, or do you add oil. Left outside alot, fuel line clogged. Is the gas old. Check the blades and the exit portion of the clippings. Does it have a drive train for ease of moving. those can bog down a mower. good luck

pull your spark plug and see if it will pull then, if so then it is hydro locked with fuel which can be caused y a bad fuel cap, not venting or a stuck open needle in carb causing gas to flood cylinder

Toro 22" personal pace with key start. Just

Pull the air cleaner of to see if fuel is getting to carburetor. If it is then see if its getting fire to the plug by taking out and put the wire back on but be careful not to hold the wire or the plug if fire is week then get a new plug or get a new one and see it that helps

Throttle running too slow

I have the same problem. The mower is great---always starts and runs good, but it runs to slow and you can't speed it up. I even took it all apart. There just is no throttle control. I imagine it is designed this way to keep people from working on their mowers and to require an expensive trip to the service center. It will be my last Toro for this reason.
