switch the gasket to the other side of the diaphragm. (i.e. if the gasket is between the carb and the diaphragm put the diaphragm between the gasket and carb. or vise versa) should fix the prob.

It could be a bad gasket or o-ring that needs to be replaced. Is it possible something vibrated loose and you're missing a part? You can probably get a carb rebuild kit that will provide many of the gaskets, etc. you would need to repair it unless there is some physical damage to the carb itself.
Also check the fuel line carefully to be sure that is not the source of a leak that is running along the body of the carb and dripping from somewhere else....

It doesn't take much to hang the float valve open. The smallest speck of dirt or debris will cause the float valve to not shut the flow of gasoline off. After sitting for that length of time, the carburetor needs to be completely disassembled and cleaned. Use an automotive carburetor cleaner (but do not put any plastic or rubber parts in the carb cleaning solution as they will be eaten up). While you've got the carb apart, inspect the float valve. Replace it if there's a groove worn into the tapered seat. Installing an in-line fuel filter may help, too.
