If it is the problem could be to much or not the right type washing detergent.

When it keeps filling it could be trying to drain and add water at the same time to remove some detergent.

F21 is a drain error code. You likely have something stuck in your pump. Remove the lower front panel. (there are 3 #20 torx screws on the bottom of it holding it on) Once you have the panel off, the white object in the front cneter is your pump. Remove the #20 torx screw out of there too to make life easier. Slide the pump forward slightly so you can raise it. Now, on the front of the pump is a handel that you will need to trun counter clockwise. So after placing something under neath to catch the water left inside the machine ( a large bowl or bucket), turn the know slowly counter clock wise. If there is too much water for your container, screw it back clockwise and go empty your container. Repeat until all of the water is out. Once that is done, unscrew it all of the way and slide if forward. You will usually find missing socks, toys, coins and all other kinds of fun objects. While you have the trap out, reach in with your finger to the hole on the right. Try and turn the wheel inside to make sure there isn't anything keeping it from turning (bobby pins, nails, screws, etc) If there is, you will need to unclamp both hoses on the back of the pump and remove any further forign objects. Now re-assemble the unit but leave the panel off. Run a quick fill and drain to make sure all of your connections are tight and you don't have any leaks. Put your panel back in and you're ready to go.

Is there water in the bottom of the tub? If yes then open back of washer and remove drain pump (on left side) and pull off of tub and clear whatever is blocking its impeller.
If the water is all gone and drained but pump stays on for several minutes and then gives "LD" fault then open back and check the small clear tube that is attached to the tub. Make sure is not blocked with debris and check tube and tub for anything that could block the small clear tube. If these are ok then remove 3 screws in back of the control panel, pull open control panel and check the clear tub all the way up from the tub to the washer controller board (computer) make sure it is not kinked or disconnected. If not then the problem is most likely the pressure sensor on the (computer). This unit will have to be replaced.
You can test the sensor by doing the following: 1. When the "LD" fault comes on start by pressing the pause button. then pull the clear tube off of the computer board. Then attach a tight fitting drinking straw over the sensor. Press the start button and wait for 60 seconds - If the washer does not start the spin cycle on its own after the 60 seconds then **** on the drinking straw that you attached to the pressure sensor earlier. The sucking action should reset the sensor thus telling the computer that the water is drained and it will start the spin cycle. Just remember if you have to do this to get the washer to spin - that means the sensor is damaged most likely from moisture traveling up the tube over time. The computer board will need to be replaced. I believe it costs $205 without shipping. Hope this helps.

The "F1" error code on the Whirlpool cabrio is quite common, and generally has to do with the control board. Replacing the control panel may resolve this issue. problem you have to take the bottom front panel apart and then clean the drain
filter pump assembly completely, make sure the washer is unplugged before
