Sound like a safety switch or fuse. Make sure all levers/pedals/seat safety switches are in correct positions. Most lawn tractors have a fuse too so check that. My Wheel Horses even have one under the dash.
About Toro..
Depending on model if good or not?
Many are True Pond Wheel Horse tractors even being decades old will outlast anything bought today unless it has a diesel engine. I have two real Wheel Horse tractors that have outlasted everyone I knows mowers including JD & Zero turns.
Neither burn oil nor seen it's first ring job even. No major repairs, one is a 1976, my other a 1988. Mainly sheet metal differences between these tractors like many Toro Wheel Horses were.
That said many Toro were MTD cookie cutters like Pony/Horse, Cub, Craftsmans, Bolens and White etc..
Don't bundle all Toro mowers/tractors together because there are huge differences between models. Get what you paid for.
Very doubtfull anything you own Daniel can run 23 different implements or pulled Indy cars to pit area with ease. 25yrs from now my cast iron brute's will still be around but will yours?
I have had the same issue with Toro. Finally took it to a local wizard. AFter about 5 minutes if him trying he suggested it would make a great boat anchor. Once Toro goes out of factory specs, that's just about it. A few lucky folks I know with Toro products either accidentally stumble on the just-right combinations or off to the lake they go.

check the starter see if it is going bad or not?
You may need to do a more detailed cleaning on the carburetor. I like to use a Den Tek Brush, (used for cleaning teeth), to get into the small ports. They work great for this job. You may also need to check the small screen in carb. It gets blocked with debris.If you need further assistance, please contact me.

Drain and replace the gas with fresh.
Remove the air cleaner and spray carb cleaner into the inlet. Work your throttle a little then put everything back together and try to start it.

Inject some carb cleaner spray through the opened air filter while cranking.
Spark plugs work? timing on the camshafts ok?
Crank it without turning the throttle on.
Pull the choke cable if you need to.
It should fire up without throttle.
Use the carb cleaner spray to help it (don't spray too much.It will backfire from the carbs).

Pull the spark plug after pushing the primer bulb and cranking a few times...if the plug is "wet" (indicating fuel is present in the cylinder) then the next step will be checking the compression...compression should read above 90psi (preferrably 100-125psi)...if compression is below 90psi, the most likely culprit will be a stuck piston ring.
