this is not easy you have to turn the mower on its side <make sure the carb is down > take off the blade belt guide and look at it the space is really tight and you have to hold the trans with two fingers and then walk the belt on. its hard because the trans is spring loaded to twist backwards to keep the belt tight

It's not that hard. I've never done it on my Toro GTS 5.0, but I have done it on a Briggs and it's pretty much the same. Start by removing the 10mm bolts around the perimeter of the engine shroud. DON'T remove the 4 top bolts on the recoil housing. You might have to remove the fuel tank first. Drain it, then loosen the 2 8mm screws and lift it straight up. No need to disconnect the fuel line, just set the tank aside. After removing the 10mm bolts, the shroud should lift right off. Flip it over and you will see the recoil pulley. Remove any leftover cord from the pulley. Now you need to wind the pulley against the spring in the direction it goes when you pull the cord. It might wind 2 or 3 revolutions but don't overdo it. Now you will need some sort of clamp to hold the pulley in place as you line up the slot in the pulley with the opening where the handle goes. Next, feed the new cord through the opening and into the pulley and tie a knot to keep it from slipping out. Carefully release the clamp and let the pulley slowly wind the new cord onto itself. Finally, attach the handle on the other end of the cord and test it. If you can pull the handle and the cord comes out and it retracts normally, re-install the shroud and tank.

Run new cable under right side of mortor put cable through throttle brake bracket hook end into slot. Then run other end to handle and hook in slot.

im assuming you dont here any grinding, start by tightening the cable ( loosen the cable mounting bolt slide the cable towards the engine, make sure you leave some play in the cable so its doesnt engage constantly and re-tighten ) this is most likely your issue however if you re-test and get grinding you either need new drive gears and wheels, new transmission or possibly both, you said it does something just not powerfully this pretty much rules out your belt, highly doubtful its that worn out and if it came off of a pulley it would do literally nothing, however if you tighten it and the drive is almost normal but still weak you do have a worn drive belt

Toro model 20332. Have put new transmission, belt and new drive wheels on back. When I use the personal pace bar it makes a grinding noise. Doesnt make noise unless I push that down.

Sounds like either the gears on the wheels or ends of the trans shaft are bad, or the internals of the trans are bad. Are the parts actually new-new, or used and new to the machine, you didn't specify. What happens when you manually spin the pulley on the top of the trans in either direction?

Is the tension spring gone? How is the cable? Usually there is a spring at the end of the cable in which when you pull back on the bar with your hands, this tightens the belt so that it engages with the engine allowing the wheels to turn.
