The hard reset you are referring is done by unplugging the printer from the main power source and leave it like that for about1o minutes, to allow the circuitry to cool down and reset itself.
If the printer is less than a year old, still covered under manufacturers warranty.

reset the printer by turning it off, waiting 10 seconds and turning it back on, also right click on My Computer and select manage..go to services and stop and restart the spooler service

If this printer takes the Epson 69 cartridge you need to make sure the chip is replaced or reset on the refills you buy. I own a Cartridge World ink refilling store and I can't fill these cartridges yet because there are not replacement chips (that don't violate Epson patents) or a resetter for the chip. The chip communicates with the printer how much ink it thinks is left in the cartridge so you don't run it dry and ruin your printer. Once the chip says the cartridge is empty it will refuse to print until the chip is reset. It seems to me like you bought two refill sets from sellers that are scamming the consumer by not mentioning the chip problem. This is the main reason why I don't recommend internet refills is because it is really easy to take advantage of people. I would not buy refills until a reputable store like Cartridge World or Office Depot sells refills.
1. Browse to Start -> Run... and type in NET STOP SPOOLER (this will stop the
print spooler service)
2. Browse to your windows\system32\spool\PRINTERS\
folder. You should see files there ending in .SPL and .SHD created around the
time you tried to print - delete these files.
3. Browse to Start -> Run... and type in NET START SPOOLER (this will restart the
print spooler service)
4. Double click the printer icon in the lower-right
corner of your taskbar to examine your print job queue and browse to View ->
Refresh.
