Either the belt came off or the bushings went out of the motor. 9 out of ten times, its the belt. Check to make certain the belt is on the gear that drives the motor or is not worn or stretched. If that is ok, then take apart the motor and see if the bushings are cracked or broken. You can get them for $1
Bush is not turning and belt has snapped. Order replacement on Amazon. Loosen retainer screws on back of shell.. open remove belt and align and replace belt on bush bar and motor spindle. Done.
The smell is probably a rubber drive belt slipping on the bar. Sounds like it needs a thorough cleaning. Look on the bottom of the machine for a way to open access to the belt and bar. Take the bar out and pay special attention to the ends while cleaning. Hair and carpet fibers.

try turning the roller by hand UNPLUG VACUUM FIRST it should turn very easy, otherwise it is binding all uprights have this problem eventually hair and fibers get in roller bushing and seize luckily disassembling is relatively easy, same procedure as replacing the small belt that drives the roller. Remove any fibers (hair, carpet thread, etc.) or other trash wound up around the brush bushings. If necessary, disassemble and clean the bushings. This alone may not repair the problem, it is only the cause. After that, check the belt for bad spots - a stalled brush often causes the belt to wear heavily in one spot or break. Replace as needed.
Take the bottom plate off and check the belt. Also, rotate the brush by hand - it should turn with only a moderate resistance from the belt, or very little if you take the belt off. If it is hard to turn, or if the belt is stripped-out right where it goes around the roller pulley, one of the roller bushings is stuck. In that case you'll have to remove the roller and clean or replace the roller and bushings.
It's possible that the problem is actually in the blower, but most of the time a roller bushing or a foreign object caught under the roller is the culprit.
