Recommend you go to any airport, (or even call them for that matter), and talk to a T.S.A. agent and ask them.
You could also ask that information on a web-page on your computer by asking any airline at all..
One option would be to have your scissors available both north and south of the border, ready for your trips north or south.
God bless your efforts.

Is first bag free

To both questions, "It depends on the airline."

While there are standard baggage sizes across some of the major carriers, it is prudent to check the airline you will be traveling upon regarding luggage fees, size allowances, and just what can be carried on and what must be checked. Plus, you have to know what you may carry in carryon luggage, what you can not take, and what can not be carried in checkin luggage. And weight is a factor as well.

Can you take bottles of alcohol in your carry on luggage or checked luggage

Carry on is OK, but must meet the TSA standards, same as all other carry on liquids. 3 ounces or less.

Checked is also OK, no limits, but pack securely to avoid breakage and pilfering by baggage handlers.

Do I need to buy a luggage scales? My luggage overweight frequently.

It is often you may carry a lot of things in your luggage and thus when you are checking in at the airport, you have to weigh your luggage. If the luggage is overweight then one has to pay some extra money for it. So it is advisable that you would better buy luggage scales and weigh your baggage before going to the airport. This can help people save a lot of money and also help you in carrying the baggage easily.
