Certainly contact the supplier or manufacturer and ask if they have a repair service or supply replacement component parts - I think it is very unlikely as the luggage isn't of premium, exclusive or designer category and is unlikely to be manufactured locally. If spare parts are available it is likely they are disproportionately expensive.
In the absence of the above it would be worth asking at your local saddler, heel bar or the sort of baby shop that repair prams and baby buggies.
Maybe a local handyman...

Ooo, an airline damaged my handle of my Maclaren XT last year. If you go to your local baby shop and ask if they act as Maclaren agents, they can order you 2 new handles, here in Australia they quoted my $39. I had to get my husbands work to pop the existing rivits and then Maclaren supplied screws to attach the new handles sent.
