James , sounds like a plugged catalytic converter, the test I use for this is buy cutting exhaust pipe in front of converter, noticeable change in engine performance will be had if converter was plugged.

I have good exhaust flow out of the tail pipe is this normal for a pluged cat. and would that read a code
James, I am not sure what you call good flow, If flow is indeed good, may not be plugged, is the engine light on, are there any stored codes, any recent work done, I am not sure how it would happen but the Rev limiter setting may have changed and doing this.
Thats just it a plugged cat. is one of the only things that does not always through any code.
