USB ports are not welded, soldered, or fused. They are simply a press in device. It would be best to have a technician test the port and if a replacement is necessary, fix it properly. This a very RARE necessity and why did you conclude it was a faulty USB port?

We are looking to buy a 19996 ST1100 and the swinging arm has been welded. Is this the correct procedure or shoud it have been replaced?

It depends on the quality of the weld. There is nothing wrong with welding a swingarm on an ST1100 as is shown here. Replacing a rear swingarm can be expensive.
If the weld is good, everything should be fine. If it's poor quality welding, a replacement swingarm would probably be needed.

If the usb ports don't seam to have power, I suspect that at some time something was plugged into one of the ports, either at an angle or upside down, shorting the +5 vdc supply. Usually the supply voltage is fed to the ports thru a "zero ohm resistor", basically a fuse that blows protecting the power supply. You may be able to find and replace it but much easier is to install a 4 port usb pci card. They're cheap and you can go to 2.0.

IHOOK UP THE BURNER TO MY COMPUTER BUT NOTHING

Try a different USB port. Check if other USB devices are found when in that port.

Unplug other USB devices (keep your keyboard and monitor attached) and check if the device is recognized. Since you indicate that you used the front port, you may want to check that the cable between back of the port to the motherboard is fully seated on both sdes. Make sure that the OS hasn't been set to turn off the previously unused USB ports (this is a security and power-saving option).

Inspiron B130 No Show on Devices

The USB ports are controlled in BIOS. When you start up your computer you should see something like "hit F12 for system"..once in BIOS arrow to the ports area and you will see USB ports and make sure they are turned on. Also, check in Device Manager, see if your USB ports are showing. If all looks well then the individual port is corrupted and will have to be replaced.

Have a close look at the USB ports, make sure you don't have any bent contacts touching the outer part of the connector and shorting.

I have the same problem with the USB's not working. Suppliers say Motherboard problem. solved it by purchasing a PCMCIA to USB port. at least i now have 2 USB ports. you could probably get one with 3 ports.

Problem with my Dell Inspiron 5160 USB port

This is either a driver glitch or a faulty port. Start by uninstalling the usb drivers from the device manager, then reboot. The machine will find the ports and reinstall the drivers automatically. If this doesn't fix it, then the ports are faulty and will need replaced. The usb ports are very simple devices, when the drivers are present, they either work or they don't. Other than the drivers, they have nothing else to go bad other than the port itself, and in general, when one goes they all go.

Usb ports on a toshiba satellite pro m15-S405

You can if you have good soldering skills. The welds are located on the opposite side of the motherboard. Just go to partstore.com or ebay to find a raw module to replace it. Otherwise you must replace the motherboard. Remember, heat the work not the solder, and use low watt if lots of smaller circuits are closeby.
