All lights come on, door locks, fills for about one minute and stops. On spin cycle only he drum does not turn. With door open the drum seems to turn too freely? As its built under before dismantling the units is it likely to be a broken belt?
SOURCE: Drum has dropped/is not aligned with opening.
I took the top cover off and discovered my drum had a crack in it toward the back where the drum is welded together. This caused the drum to weaken.
every time it it past the wheels it rides on it makes a noise that sounds like something has collected on a pully.

Just try to check the door latch device. Be sure that the latch is not bound or sticking in any way .This problem with a lot of machines and it almost always was the door lock latch assembly. It has a switch inside it that pauses or stops the cycle if the door is not closed properly, when this switch malfunctions then it will pause or stop the cycle repeatedly; just from the small movement of the wash cycle. The door will actually be shut all the way and the lock may be on. You must replaced this switch so it works normal again..

The fault has been described well by you and it is confirmed that the motor is not running. Now eventhough you have mentioned a clean chit to the control panel I would like you to take a voltage check on the motor when it is in wash cycle.
If the power comes on and there is no motor action then it is confirmed that the motor is fauly. But if there is no output of the voltage to the motor from the controller, the it is possible that the controller is faulty.
If motor is humming and is of single phase type, check the capacitor and replace if motor is humming and not running.
.I am sure you can sort this out having come this far.
Hope my tip helps
