There isn't one. If you want to convert a value from decimal to fraction, use the >Frac function (press MATH 1). If you want to enter a fraction, simply enter the numerator, divide, then the denominator.
For example, to calculate 1/4 + 1/3, press ( 1 / 4 ) + ( 1 / 3 ) MATH 1 ENTER and you'll see 7/12.
Sorry to disappoint you but the % key or command does not exist on the TI83/84 family of calculators. Just divide or multiply by 100 depending on which way you are going: From % to decimal or decimal to %. Simpler still move: decimal mark two places to left (% to decimal) or to right (decimal to %).
