If the mower is reving up and down it sounds like a carb issue it most likely needs rebuilt and adjusted I would also change the air filter on it after you get it repaired to help keep the carb clean.

Sounds like your transmission is on the fritz. Try changing the fluid and filter see if that helps. If that doesnt try a can of anti slip from any good parts place (Napa). If this dosent help it's time for a rebuild on the transmission
Yes. You need a new top end. Being very hard to start, and having no power, sounds like you have no compression left. You need a new Piston Kit. Wiseco make one for your model. This is a very high reving little bike, the piston and rings in them dont last very long.
the idle air control valve is stuck,or there is a vacuum leak.check the vacuum lines,the throttle cable is not sticking and the idle control valve which is on the side of the throttle body and the throttle position sensor.check all the plugs on these for a good connection.
I would start by checking your IAC (idle air control) valve. It is usually located within or near the throttle body. The inpection procedure varies across vehicle makes and years, I would consult a Chilton's (or similar) repair manual for the exact procedure. If such a book is unavailable, you can remove the IAC and check for excess buildup of carbon or other debris. Let me know what you find!
