Press the MENU button to display the menu. Use down to select the toolbox, then press O (that's the center button on the multiselector). Use the cursor keys to select the wrench and hammer, then press O. Select the second item on that menu--that should be "Language". One of the choices should say "English" in English. Select that one and press O.
Press MENU to exit the menu.

DPI (dots-per-inch) is an irrelevant setting as far as the camera is concerned. The camera puts in a default value only because the image file has a field for it, and there is no way of changing this default value on the camera.
DPI is used by printers when printing a photograph. You can set it indirectly when you specify the print size. Some printing programs will let you set it directly, and then that will control the size of the print.

Consider NOT connecting your camera to your computer.
The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program, such as Windows Photo Gallery or Picasa ( http://picasa.google.com ).
