Please check the link below for tips. If the fuse is blown the chances are that the driver is short.
also the tv makes a slight humming noise as long as the power cord is plugged in.
The hum confirms there is circuit in strain and could also result in heating and further damage if switched on and so must be checked out. Possible there is damaged storage capcitors that have resulted in poor DC filtering and so the HUM. Check the power supply.
I found a replacement power supply board online. If we replace the board would that fix the problem.

First try a new power cord for the TV. If that doesn't solve the problem, the power supply has failed. (Possibly one or more capacitors on the power supply board have failed. Alternatively, a fuse, zener diode or resistor that works as a fuse has failed) You will need to open the tv and inspect the power supply. Westinghouse TVs use a number of different boards. If you want to replace the entire power supply, you will need to note that exact part number on the label. ShopJimmy has refurbished and used power supplies for this model: http://www.shopjimmy.com/westinghouse-sk-32h240s . Which power supply do you need? What's the part number? ShopJimmy has at least one of them available:http://www.shopjimmy.com/westinghouse-56... . (At least just now it reads as in stock.) Without a part number, I can't try another source. Otherwise, you will need soldering skills and to replace individual parts on the board. (Tedious but sometimes a good choice since many boards were built cheap and have bad solder joints.) The capacitors can be found in online stores (or Radio Shack for some).
