How to remove a front wheel from a Toro Wheel Horse 520H garden tractor,(maybe about a '98 model year?)

Raise and secure front of mower off the ground.
Remove large wheel cover (if in place).
Remove small dust cap.
Remove cotter pin.
Remove castle nut.
Remove flat washer.
The wheel should now be loose and the outer roller bearing can be removed. Next slip the wheel off the spindle. Take care not to loose any parts from backside of the wheel.

My Toro Timecutter MX5060 74641 makes a clicking noise when attempting to start as if the battery doesn't have enough charge.
Likely the starter solenoid or the brake actuator module.
You'll need to measure the voltage at the starter solenoid coil. You should read battery voltage across the solenoid coil when the ignition switch is in the start position.If you don't read battery voltage, there are multiple causes for this fault.
For engine START, this unit requires the following;
PTO switch OFF
Steering arms OUT (brakes fully applied)
Operator seat occupied.
When steering arms move OUT the brake actuator module applies brakes and allows the power to the starter solenoid coil when the ignition key is rotated to the START position given the 3 conditions above are met.
The brake actuator must rotate and apply the brakes or the unit will not start. Any obstruction of the brake linkage that prevents full brakes or if the actuator is out of adjustment will prevent starting.

I have a Toro Ultra Blower Vac model 51609. I've had it for several years. For some unknown reason, the impeller has started spinning in the opposite direction.
It is well known a single phase induction motor can change direction but that type of motor is too heavy for portable equipment and a series -wound brush type motor is commonly used due to their much lighter weight.
I can think of no fault that would cause your motor to run backwards though I suppose it might be possible to fiddle with the internal connections...
One thought does occur however - as it is a variable speed tool. The speed control could be a type that outputs DC or direct current instead of alternating current and in that case if it suffered a fault that could conceivably reverse the polarity, it would reverse the motor direction.

My toro snow blower starts but won't shift gears
Typical snow blower shifts by moving a drive wheel on a hexoganal shaped shaft. Likely the wheel has rusted to the shaft from insufficient maintenance.
Remove the rear/bottom cover plate to access the transmission (usually 4 bolts). Lubricate shaft/wheel with penetrating oil and work free.
Avoid getting oil on the drive wheel and disc or thoroughly clean the disc and wheel with a liberal application of alchohol until wiping with a rag comes clean.
Lubricate any drive chains as well.
