Fan louder than normal
Sounds like whoever did the txv, changed the fan speed. Yes, the fan speed is adjustable. Some HVAC units can have up to 4 speeds on the motor. Low, Med Low, Med Hi, and Hi. this is so the same unit can be used for several different cooling coils and tonage. The faster the speed in the cooling mode, the less cool the air will be.
Compressor will not get started. It clicks or just does not start
No that is not the solution, it the capacitor were bad, then it wouldn't start manually.
You need to be looking elsewhere. The problem may be in the refrigerant level. Those units are supposed to have pressure switches.
Check elsewhere such as pressure switches and make sure the thermostat is working properly.
Go to the thermostat and jump out R to Y. If the unit comes on, your thermostat is the problem.
Air not coming thru ducts
Very possible the long bladed fan is stuck. Possibly when filters were cleaned and replaced, a part is touching the blade. Remov filters and turn blade by hand. Does it move freely.(make sure unit is off when turning the blade.
The fan on my outside ac unit is not turning on.
change the capacitor. also check to see if the right amount of volts are getting to the unit. look at the contact and put your meter on the appropiate sides and see if its 220-240. if it is, good, then change your capacitor. If not, then stop and call someone who knows what they re doing with electricity. its supposed to get 220-240. if its only getting 110 or so, then your electric co. has a problem. you might want to let it set for a while and try to turn it back on and see eaht happens.......... aint no pro but had the same problems..............

If the humming is your compressor running (feel the large copper line going into the unit, it should feel cold aftter a few minutes of run time) then the fan motor or the capacitor or both need to be replaced, check for voltage to the fan motor when the unit is "humming" if it has voltage and will not start replace the fan motor and the capacitor. hope this helps.
IF I REPLACE THE CAPACITOR,WILL THIS STOP THE RATTLING NOISE?
Noise is produced by the fan and the compressor. If it's always made this noise then it's OK. Capacitor simply gives the fan and compressor a high voltage impulse to start them. Has it always made this noise? Something inside could have shaken lose, the fan is unbalanced, etc.

The 2 brown wires to the cap in first legend is how they are wired electrically,inside that motor the run winding is common to that brown one they cappped off in the 2nd option, but the powers still going to Run.ommon and run get the juice either way, its just another way to do it, but electrically as to sides of power and where they go is no different, just different way to do it.you can run power in on the Run terminal on the run cap, the run winding and run cap and start cap if equipped are Run to Run to Run.So the hot leg for the run winding also goes to run on the caps, run to run to run.,run winding to run cap to run on start cap.
