The problem is in the standby power supply. the standby power supply generates the 9 volts and the 5 volts requird by the tv. If you measure the 9 volts source, with only the red light on, the correct voltage is 9 volts. However if the 9 volt measures 6.5 to 7 volts it is too low and the startup relays cannot operate. My set is a model 42FR9954/17S. In this set if capicator, 2603, is heated the voltage climbs to 9 volts and the relays work. If cold air is applied to the capicator the relays fail to operate. Replace capacitor 2503 and the problen is fixed. This capicator is: 47 Ufd, rated @ 450 volts, and is 20%.

Not a fix, but it got my tv on.
I removed the back and tried the power switch.
I located the relay that was clicking.
I have two blue relays in the middle of my power board.
I placed a hair dryer over the relay for a few minutes.
After four tries of the power switch and it stays on!!!!!
Heat keeps the relay from just clicking off.
I don't know why.
This will at least get the tv on though.

I repaired this model TV for a friend. The red standby LED would take about a minute to come on, and most of the time the TV wouldn't turn on even after it, and the relays would engage/disengage rapidly when it did try to turn on. After reading about the capacitor problems, but not finding any obvious physical issues with them (and not having a way to readily test capacitances) I went ahead and replaced all the Rubycon branded caps on the power board. This solved the problems - the red standby LED comes on immediately and the TV turns on like normal with a single click engagement of the relays. It seems the problem is just the low quality/defective/bad run of capacitors. I spent about $40 on capacitors at a local electronics supplier, but probably could have spent half of that if I hadn't wanted them right away and ordered online.
