I came across this looking for a similar solution for my Samsung TV, and I found the solution on ehow.com. Apparently after you program the remote for your TV you have to hold mute and select again until it flashes twice then put in 960 to make the remote control TV input too. Note you're remote should be in TV mode while you do this. It seems silly that the DirectTV guy wouldn't do this when programming the remote.

What is the model number of your Insigina TV?

Use 00749 if you have a directv remote and you're trying to program it to the Apex DT-250 digital converter. I just did it and it works. If you have any other universal remote, it may require a three or four digit code; in those cases, use 749 or 0749 respectively. I tried them and they work with the Apex DT-250...There is one big problem though... How do you do an auto channel search with the directv remote? Or any other universal remote? If anyone has this answer, please let me know.

Try 10748 for your apex digital unit. If this doesn't work, you will have to go through the SetNStep procedure below.
StepNSet

• Set the "Mode Switch" to the desired mode such as TV for a Television.
• Press and hold the "Mute" button and the "Select" button until the visible LED blinks twice.
• Enter the code "991" followed by the "device number"
  1. for Televisions
  2. for "AUX 1" devices - VCRs or DVDs
  3. for "AUX 2" devices - Audio
• You can step through the setup codes for this mode by pressing the "Channel Up" key to go forward through the codes or pressing the "Channel Down" key to go back to the previous codes.
• You can try out each code by pressing one or more function keys such as power, volume or digit keys.
• When you've found the setup code that works for your device, press the "Select" key.
