Nevermind those other answers, if its running on all 4the cylinders but just real sluggish and missing top speed then listen up, let's first rule out the possibility of a damaged impeller, now locate your airfilter box and remove the filter, just throw it away because last I checked dirt really doesn't settle on top of water, now locate your throttle body and remove the intake tube from it, now take out the 4 bolts that hold it on and find your flame arrestor element. I've dealt with this problem many times only to find out that the geniuses at Yamaha had installed this screen right after the butterfly which accumulates airfilter material and clogs

Yes, if you have already installed new spark plugs and you still have the problem then more than likely you will have the same performance robbing issue with that screen. When i worked at Yamaha we had a customers boat that was still under warranty that nobody could figure out, well 3 engine rebuilds and countless water tests later I ran across this flaw.

White smoke means coolant in the combustion chamber. Most likely a blown head gasket. You will have to tear the engine apart to be sure.

Did you get any instructions from the previous owner? If it's a 4 stroke waverunner there will be a dipstick on the engine block, but I'm guessing it's probably a 2 stroke engine because most watercraft used 2 stroke motors clear through the 1990's. The oil will be mixed with the gasoline when you fill it, bottles of 2 stroke oil can be purchased at most stores that carry oil. Your waverunner can be mixed at 50:1, which equals out to be 2.6 oz of oil per gallon of gasoline. On a 2 stroke engine the engine gets lubrication from the oil mixed with fuel and will burn up fast if straight gasoline is used. Let me know if you have any troubles, but try to get ahold of the previous owner to get some more info.
