you will see two lines at the top and bottom of the sight glass, oil needs to be between these lines with the bike held level, use motorcycle 4 stroke engine oil from a bike shop, car oils can make the clutch slip
you want super 4t for your bike and ion the sight glass it should be full. it will start but it has a chance of siezing if the oil is to low but if its to high it wownt start.

did you Know that it actualy has a four speed gear box? all you have to do is chang the shift can and you will get fourth gear ....complete engine disassembly required Good Luck ride safe
I had a street bike that did that. It can be a few things. First Chang the oil and use whatever is recomened by the manufacture. other oils can make this worse. then if it still is there try adjusting the clutch plate interference you may need a manual for this one. after that it's probably a worn linkage or fork see a shop or a good manual fo radvice on your model. hope this helps
