Most likely cause is the wiper switch has gone bad and unable to 'time' the intermittent speeds.the intermittent speeds work on a resistor type system where low and high speeds add direct voltage.

Windshield wipers completely stopped working

Well first I would check the fuse box for burned out fuses. Then I would get a simple dc power tester and see if the windshield wiper motor is getting power. If you don't have a bad fuse and the motor is still getting power I would say the motor has burned out.

If both wipers don't move, could be the switch or the wiper motor.
