This could be quiet expensive, try and get insurance if the engine was in a flood, expect around the $1500 mark for the inspection and another $2000 for parts and labour

Replace bad Engine Coolant Temperature (ECT) sensor. ECT sensor is placed in the right back side of the cylinder head on 2002 VW Jetta 1.9 TDI. See picture below:
if it does not turn over you may have seized the engine, so in answer to your question is yes.. it is usually cheaper to replace your engine then to rebuild existing.... good luck

The fuel filter for a diesel engine (Tdi) is in the engine bay, a little behind the front right headlamp. The only thing under the back seat is a circular plastic access panel, which when removed gives you access to the fuel pump.
