If the tire does not lower with the jack parts from the access door then you will have to put the jack up under the presseurerelease in the middle of the tire till it releases.

I would not cut the cable lift. See if there is a way that you can unbolt it so you can un bind the cable. If the tire does not move at all, you might not be catching the knob in the bumper. I would try using the square end. Push it in while SLOWLY turning it to make sure you catch it. Some times you might have to tighten it before you can loosen the tire.

This is the worst GM engineering i have ever seen !!!! The secondary locking mech. rust itself in the locked position on will NOT allow the tire to lower. After lowering the tire down approx. 2-4" the saftey lock is still engaged. I was able to reach above the tire and remove the bolt holding the hoist in place. {15 mm wrench}. Keep a floor jack under the tire to support it and as not to fall on your head. After removing the bolt the hoist is hooked on the frame member and must be lifted off to remove. Once you get it on the garage floor it is possible to disengage the locking mech. with a few tools and a big hammer. Good luck This should be a Recall

These can be very difficult to deal with. What I've found is that the safety catch gets filled with grit and won't release properly. We usually support the tire with blocks so the weight of the tire is not on the cable and then you can, sometimes, reach up and work the safety catch enough to get it to disengage...But I have seen them so stuck that we've had to cut the secondary lock off which means you have to replace it if you want your spare back under the chassis again. I see the most problems with these in gravel and dirt road areas or areas that use lots of salt and sand in the winter.
