Won't turn over, lights still work

Sounds like a starter issue. If all lights and interior lights and dash lights work than the battery seems ok. If it makes a clicking noise when you turn the key... Then it's a dead spot in the starter solenoid. If you can hit the starter with a hammer while someone tries to start it.... If it starts..... Definitely the starter

First, make sure your battery is not dead or weak. A simple Multimeter can test your car battery.

Clean your battery cable connections at the battery and starter. Also clean where the cables connect to the battery. Cleaning means to take a wire brush or sand paper to get rid of rust/corrosion.

If the above does not remedy it, I would have your starter and starter solenoid tested for free at your local auto parts store.

I brought a new battery for my dodge neon thinking the battery was dead but i put the keys in the lightt go on but the engine wont make a sound

Sounds like solenoid on starter has packed it in Try crossing solenoid terminal (small wire on solenoid) to power feed on starter (End of battery cable) If nothing happens Remove starter & renew solenoid

2001 Mitsubishi Eclipse starts sometimes then wont and just makes a clicking sound, is my starter going out?

could be, unless your battery is dying. a nearly dead battery will make clicking noises while it is cranking. if you keep forcing it by turning the key from "run" to "crank" and it gets it to start it may be a dead spot on the starter.

Will not crank

Did you replace the starter relay yet ?
A quick and repeated clicking sound, like a mini machine gun firing sound is usually a dead battery or bad electrical connection, but it could also be a bad starter relay.
You sound experienced enough to know if you see a corroded wiring connection this would be a sign of a bad connection.
Are you sure the new battery has enough charge in it to turn the car over? Try jump starting it just in case.
Good luck and keep us posted.
