This could be a faulty flasher relay. On the 2000 Beetle the relay is part of the Hazard signal switch. It will need replacing so you will need to remove the four star headed screws holding the panel the hazard switch is in. (2 underneath and 2 on the front). Two of the screws are hidden under little plastic covers. You then can remove the panel and replace the whole hazard switch unit.

From what i read, the flashing temp light means the coolant level is low. Check your coolant reservoir. See this webpage for more information:

SOURCE: 2000 Volkswagen Beetle starting problems due to anti theft system

you need to check the drivers door lock unit. this is a more common problem where the switch fails and the anti-theft system doesn't get disarmed by the door unlocking

Sounds like your relay is bad, relay is located in the fuse box area. Please give a 4 THUMBS UP if this free answer was helpful in any way. Good Luck and have a Great Day.

SOURCE: where is the air conditioning

The expansion valve:--On the passenger side of the vehicle, under the hood, look at the firewall. you will see 2 silver lines going into the firewall. There is a black plastic cover that is ****-shelled over the Expansion Valve. Remove the cover ( unsnaps). Now you will see there is ONE 5mm allen bolt that holds the 2 lines into the front of the valve. remove the bolt. pull the lines away. Now there are 2 more smaller allen bolts. These are 4mm. remove these 2 bolts and pull the valve away from the Evaporator. Have a 2001 Volkswagen Beetle Bug and I'm having problems with blinking brake light and turning signal the same time when I press the brake

Check the filaments in the brake light bulbs. If they touch together, you will get a back feed to the turn signal flasher when you step on the brakes.

My blinkers work intermittenly and then not at all. what is causing that on my 2000 vw beetle?

Either the signal lever or the blinking relay are defective. Replace the relay , if this doesn't fix it then replace the lever.
