This could be a faulty flasher relay. On the 2000 Beetle the relay is part of the Hazard signal switch. It will need replacing so you will need to remove the four star headed screws holding the panel the hazard switch is in. (2 underneath and 2 on the front). Two of the screws are hidden under little plastic covers. You then can remove the panel and replace the whole hazard switch unit.

From what i read, the flashing temp light means the coolant level is low. Check your coolant reservoir. See this webpage for more information:

The expansion valve:--On the passenger side of the vehicle, under the hood, look at the firewall. you will see 2 silver lines going into the firewall. There is a black plastic cover that is ****-shelled over the Expansion Valve. Remove the cover ( unsnaps). Now you will see there is ONE 5mm allen bolt that holds the 2 lines into the front of the valve. remove the bolt. pull the lines away. Now there are 2 more smaller allen bolts. These are 4mm. remove these 2 bolts and pull the valve away from the Evaporator.
