a bad starter or starter relay could cause this problem

sounds like you need a combo flasher assembly..located in fuse block inside vehicle under steering column..there may be a plastic cover under dash you have to remove to see fuse block..large black relay that plugs into fuse block..if you pick up a new one,you will see what it looks like..available at dodge dealer..combo flasher or drl/signal relay

There's a turn signal module that creates the familiar click noise as it charges and discharges. You'll need to locate it and replace it. This is definitely the problem if neither the right nor left signals work but the flashers do.

That should be the part. If you already did this, it could be a wiring problem Does it only happen to one bulb? It's possible you have the wrong bulbs in or they are two filament bulbs and one filament has burned out as well.

I am having the same problem with my 1999 chrysler concorde amoung other problems. But they will work at times and then they will just stop for no reason. Have you found any solutions yet?

I fixed the problem. A fuse had burned out. Find the Fuse Box under the hood and replace fuse #3.
The fuse that I purchased had a darker green color, which you can see on the below picture (Upper Row; If you start from the right, it will be the third fuse).
