The fans could be running all the time due to a bad relay or temperature sensor. Also if the coolant level is low inside the engine. Air reacts very differently than coolant does. To keep them running, pull the plug off the engine coolant sensor. They will run even with the key on (PCM default). To get them to stop running, replace the engine coolant sensor.
