My 2002 chrysler voyager will turn over, the dash accessories fire on, lights, turn signal, door locks, wipers all work. The radio and ac turn on for a split second then shut off, but the cigarette lighter outlet still works and the power windows will not. Turning the car off and on again several times will fix it. I have replaced: ignition switch, lock cylinder, battery (which even though threw 12v, autozones tester would not read it or test it) the fuses look okay, but im at a loss
SOURCE: ignition switch won't turn with key-so won't start
The good news is, I don't see how your checking the fuse for the lighter could have anything to do w/ your ignition switch troubles, so here are some questions: U say the switch won't turn on, do u mean it won't turn to start the engine, or it turns, but the engine won't crank over? were u having any trouble removing, inserting, or turning the key before it wouldn't turn?(if the problem is not being able to turn the key after inserting). 2 things, Make sure the honda is in Park (auto trans). W/ a car this old, it is quite possible wear and tear over the years have caused the trans shifter to occasionally not quite engage in park position, which would not allow u to turn the key in the ignition. Next, check to see that the steering wheel position isn't causing the problem. Insert key in ignition, try to turn steering wheel slightly left, then right while attempting to turn the key. If car is parked w slight pressure on wheel in either direction, u won't be able to turn the key. I think if u could remove the battery, u should bring it to a parts store where most will give u a free check of the battery (even though it's new) and I think u will find it needs to be charged, as you determined by lights coming on slowly. So 1st try the above to turn the key in the ignition, check (or charge if u have a charger) the battery, let me know what u find, and we can continue from there (u may have something draining the battery).
SOURCE: Power Door Lock Problem
The last post by maddog1321 was exactly what I had with my right rear door. The electric locks would not lock and unlock, and you almost couldn't do it manually without my feeling I was about to break something. I took the door panel off, oiled everything and got no relief. Finally, I saw the above post and drilled out the aft-most pop-rivet. THE WINDOW WORKED PERFECTLY! I didn't drill out the forward (closest to the handle) pop-rivet because I wanted to do one at a time so the solenoid would not fall out of place. I then put a new pop-rivet in place of the one I drilled out. I then reinstalled everything and the locks work like new.

David,
Do you have a part number or location/description of the part you replaced? I have the same problem.
