I did a Google search "How do you replace the rear spark plugs on a 2000 Chrysler Cirrus?" and found this link: http://www.faqs.org/qa/qa-6243.html
I haven't tried it yet and am thinking of purchasing a Chilton manual just in case, but as far as explanations go the one at the very bottom of the page in the link sounds the most legitimate so far.
Besides, I have to pay you guys $9.99 for one answer that I can get for free; or I can get the Chilton and have a whole heap of answers for around $20.

The throttle position sensor may be misaligned. This tells the computer how much throttle is being applied, and when they go bad, or come out of alignment, the idle tends to get up there. If that's not the issue, remove your air cleaner, the housing and everything until you get to the MAP sensor. Give it a good spray with carb cleaner, let it dry and replace the air cleaner with a new one. If the MAP sensor detects minimal air flow, the computer jacks up the idle to compensate.

In short, to replace the water pump you need to disassemble a good deal of the passenger side of the engine. Without a lift, this is not a easy job at home. If you really want to do it yourself, I highly recommend you get a Haynes manual for the car. It's invaluable for a large job like this. Just be prepared for a long job. The shop manual for this calls for 5.5 hrs. That's a mechanic with experience, a lift, and all the right tools. One huge suggestion for you though. Replace the timing belt while you are in there. Its a cheap part, and honestly it'll fail someday. This will save you another headache's worth of labor for one little part.
