I think 220 is the proper temperature for the fan to turn. 220 is too hot and that's why it is turning on but should never have to ideally. What your car likely needs is new coolant and a new thermostat. I recommend a 185* thermostat.
Yes, you can get them from your Mistubishi dealer. I bought a copy on CD. It's key coded tho, so you'll have good luck getting a piratted copy to work. Around $220. It's the Full service manual. Not very user frendly tho, as it's for trained tech folks, but better than nothing. If your Mitsubishi dealer can't find it, they're lying to you. Tell them it exists, and you want a copy!
